dont like it at all, even if this is an unfinished build, you TOTALLY got the wrong stuff first.

first, you need physical reserve. the energy gained back upon DS cooldown reset is invaluable. drop branding to r2. no need for r3 unless its PURE pve spec, and yea...even then r2 is good. you need incendiary.

r3 precision isnt bad, its quite good, but dont get it before you get necessities. rapid r2? r3 it.
why only r2/3 art of death? for stam? >.<
not to mention at 46, you dont have any of the damage boosters.

if you want the build like that, its perfectly fine, just get necessities first.

i guess its ok.
keep in mind whatever you choose, its not necessarily bad, but you cant get everything, some things will have to be gimped. so careful.

also, you want r1 precision asap. rapid fire isnt as effective on non kd targets, kd = cant dodge or parry

end rubies too, i see youre going for more defense before boosting offense, just as i said, keep in mind if youll have enough rubies to get all what you want.

from ^ what you wanted, things like r3 precision and such, and for rubies, thats the bare minimum requirement. (parry and such are optional but highly recommended). you have 61 points at lvl 51 without any cs stuff, and atm i have 50 rubies, and even then i have 1st mage page...the build i linked has 51 and its not even done drop a few things, decide what you really cant do without
