Perhaps it is a little unfair that only the killing blow counts for the personal scores, but to award 'assists' i.e. throwing useless dots on a player would be worse.
To be honest I don't think anyone takes serious notice of the kill count, so long as you aren't afk or dying 7+ times each match it doesn't matter. If you have 15+ kills then it's most likely your opponents are not the sort you'd boast about killing.
High damage but low kills means either you are pestering healers for the whole 15 minutes or are assisting your team with their kills.
