How hard is the Nerf?

So I heard about a Bard nerf coming... My bard is still really low (level 16) but I love it! And I have been wondering, how hard will the nerf hit bard?

-30% damage on all attacks, requiem at 20 stacks only blocks 25% heals as opposed to 100% heals, other stuff too

Considering I keep running into bards that charge past me, pull 5-10 even leveled mobs, kill them all and are still higher than 60% health I'm thinking that whatever the nerfs they wont be gimping the class any time soon.

Still planning to make a bard my first reinc once my healer is high enough level. I'm sure they will still be fun and fairly easy mode.

The nerf scales depending on how you actually favor your DPS flavor.
