Most likely it does not work this way. During weekend i checked parry/dodge/block values from time to time and with all values around 500 they all were within 17 points range (~3%). I will not speculate about how it actually works but im quite certain there is only one check to determine outcome of attack.
Imho game just assign 10% for parry, 10% for dodge, 10% for block and 70% for other outcomes when your real chance to block/parry/dodge is 10% and you roll a number between 1 and 100 to determine what happened. That is why number are so consistent (all values are really close to each other when you dont have rubies that modifies chance to block/dodge/parry)
