Honestly, the perception rubies are a waste, as they require you to take 5 total rubies for a not so big bonus in stats that can be balanced out with gear, especially during leveling.
I'd rather go for Debilitating Plague with those, and take reduced mana cost for dots.
Since it's a vamp build, a two-handed weapon is a must (higher faith bonus == more mana).

It's a jack of all trades build that first specs dps, then crowd control and heals, and it works like a charm in a4. It also has a healer reinc backing it, and 1 extra talent point from a strongbox(acquirable via collector's coins) and 2 extra rubies.
I'll tell you one thing though. If you want your character to be REALLY good, it takes more than good build. Pick one, stick with it, and learn what you can of the class, and it's abilities. Learn to use them both in pvp and pve, and learn what roles you can fulfill, and which of them fit your playstyle.
The Summoner is t he most versatile class in the game, it has something to offer for almost everyone.
