probably take some time, but check the vendors in coba and eljune. They tend to have some 28/29 gears, although rarely. It is generally cheaper then ah though.

You can also farm level 31/32 mobs during lm with exp off. Up to you really if actually wish to make it a serious twink.

El june rep gear is also good for some slots.
