R3 Potency or don't have it at all. For a vamp build, don't use it. You don't want to lose your heals. Drop PoM to R2 and get R2 Dark Renewal, and use the point from Potency to get R1 Fear. Then you should have something resembling a proper build.

One of the things that makes a vamp build so nice is the ability to heal. Any rank of Potency cuts our heals in half. So, it doesn't make much sense to take the 50% heal nerf with only a 5% damage boost. As far as R2 Fever, it's more of a personal choice. Higher ranks give you a slightly higher chance to generate blood and a higher hit when it pops.

Fear is not really needed, using it really rarely and only for shadows in layer 3, so it kinda is a luxury, but so is rank 2 fever.
