Intense Cold Broken?

I just picked up the Intense Cold (3% increase to damage from frost spells) ruby and it doesn't seem to be working, the tooltip for all of my ice skills still reads the same damage. Is this ruby broken?

Tooltip is lying, if in doubt test on mobs.

Tooltip doesn't reflect alot of things just as it doesn't show increase in stone barriers when you get concrete mind.
