What does the blood pact talent do?

I hear of several people using it in their builds, what does it do? Am I correct in thinking it's a talent which gives you blood drops? If not, which is the talent that does? (i don't mean vampirism)

it gives you 5 blood drops in exchange for 20% of your hp.
