This mini-guide assumes you have a clean, working install of Allods Online. It is beyond the scope of a simple one-shot post to troubleshoot issues that arise in add-ons between program versions.
NOTE: In the current version of Allods Online, only the Addons folder should need to be created, and none of the files in the other directories should be removed or replaced (though files can be added to those folders, as long as the files that came with the clean install remain untouched.)
In a fresh Allods install, there should be a \data\Mods\ folder with the pictured contents:

The first step to using add-ons is to make a folder for them, called Addons, like shown here:

Each add-on should go into its own folder within the Addons folder, like so:

NOTE: Some add-on packages will be placed within an addons folder of their own when unzipped. This will not function if moved into the Allods Online \data\Mods\Addons folder shown above, the add-on must be removed from the extra folder so that the directory structure is similar to the picture above.
Now that the add-ons are in place, you still need to tell the game to use them. At the login screen, if everything is in the right place, you should see a button with some gears on it, like this:

Click the button and it should activate, with its background lighting up, like so:

At that point, login, and the add-ons should be working. If they are not, but your folders and login screen look like the final products above, then the issue is likely with the add-on directly, and you should contact the author of the add-on if he is available for support.
