I can't take [Regular customers] quest anymore

I've finished [Regular customers] for the first time and all went well but its been more than three days since then and somehow I can't get that quest again from the runes guy in the Empire (the quest doesn't show in his menu) I'm a level 32 scout who quit long time ago during Gipat patch and just came back!

Yes I have this same problem today.
Was able to pick it up and complete yesterday.
Fingers crossed it will be fixed after the server merge/maintenance.

The quest is never offered to me either and I'm lvl 27 but my guildies insist it works. Could someone kindly link the prereqs?

Heres the imp quests(Tutorial?), or at least my description of them:

Go to Z.I.T headquarters
go to AD division
find the quest givers
the arisen with tutorial quest tells u to get 10 sparks
kill elementals in area
hand in quest
go spread those sparks
kill the mage
hand in quest
Orc shaman gives u tutorial on runes
tells you to kill his pet
u pwn his pet
he gives u rune lvl 5 buff
asks u to kill pet again
you uber pwn his pet
then he tells you to go to yaskers tower, rune merch
go to YT
talk to rune merch
recieve 10 CC 100 gold dust
buy rune thingy
combine
congratz u got ur 1st lvl 2 rune
now you get [Regular Customers]
ride on ur little wolf, and collect broken runes
