Does the Level at Which You Complete Racial Quest Matter?

Hi Allods Community:

The quest that rewards you with your character's racial is available from level 7, but some players have completed these quests for racial abilities/talents at higher levels. An example displaying the situation is given below:

Suppose that an Arisen Mage A completed the Arisen racial quest at level 9 and learnt the Arisen mage racial ability (Astral Arrow) at level 9. Also, suppose that another Arisen Mage B had completed the Arisen racial quest at level 7 and had learnt Astral Arrow at level 7, and that Arisen Mage B then leveled up to level 9.

My question is: Will the level 9 Arisen Mage A's Astral Arrow have a lower damage output (gets a lower damage from the racial skill) than the damage output of the Astral Arrow of the now level 9 Arisen Mage B?

The level you learn it at won't make any difference. The attack power is based off your stats when you use it not your stats when you learned it.
