( Empire-Nezebgrad ) Astral Mine quest

Well there is a quest for XAES where you need astral mines. The problem is I can't find it. I have been told there are quests you need to do before it, but when I got to the person, the person has no Exclamation mark for even a badge thing over his head. My question is can someone tell me where the chain starts? Thank you for your help!
