Assuming no modifiers, this is the base interpretation.

You attempt to dodge for X%.

If you fail to dodge, you attempt to block for X%

If you fail to block, you attempt to parry for X%

In other words, if you have a 25% chance to dodge, a hit has the following outcomes:

25% Dodge
18.75% Block
14.01% Parry
42.24% Normal

Or, you stack agility like CRAZY and get all the damage mitigation rubies/skills/trinkets, whatever, and barely get hit for normal hits. Well, at least that's what it feels like when i tank. I should really get un-lazy and upload some footage.

Is the chance to block skipped if you don't have a shield equipped? And then what about parry after that?

Most likely it does not work this way. During weekend i checked parry/dodge/block values from time to time and with all values around 500 they all were within 17 points range (~3%). I will not speculate about how it actually works but im quite certain there is only one check to determine outcome of attack.

Imho game just assign 10% for parry, 10% for dodge, 10% for block and 70% for other outcomes when your real chance to block/parry/dodge is 10% and you roll a number between 1 and 100 to determine what happened. That is why number are so consistent (all values are really close to each other when you dont have rubies that modifies chance to block/dodge/parry)
