Equipment Refiners?

Just a quick question, do equipment refiners still exist? i'm talking about the items that would give you additional randomizations for the leatherworking / tailoring professions, i believe at one point they were sold in the item shop as "Kit of Equipment Refiners" but i can't see them anywhere now.
