I don't wanna be a downer, but Uprising's regalia has the wings from Sacred's Regalia, the shield that Foresteiros has, and the lion on the front.

It's definitely not blank.

I think the player base is actually fairly even. On the empire side we have more players in fewer, larger guilds. On the league side, the community appears to be more spread out between numerous smaller guilds.

This is Uprisings regalia, but there is no gold fringy border on it. Theres no option to not have that on the creator though.

Yea, that's the problem I ran into. I knew you didn't have a border, but I couldn't find that option in the creator.
