Enough said (for the record, its int based) 35 sec cd - 4 second cast.

I've seen the hit goes as far as 144k on a League healer, shoulda saved the name :-/

for me best player not only they are skillful but also great personality (helpful, friendly and etc) .

Warrior - Sward (great tank & crazy dps (those from eminence know what i am talking about))
Pally - Rozetri ( friendly and helpful)
Healer - Bern (great healer)
Summoner - Bloodgrinder (crazy dps and helpful)
Mage - Onor (crazy dps & very helpful guy (again if you are from eminence know helpful is him))
Warden - Bojana (believe it or not he can tank lol)
Scout - Daex (crazy dps too)
Not sure about psi though

for empire side i cant judge their personallity so its all about skill
