Okay, first off. I hope im referring to the components correctly. Rubies are the free skill points u get per level, and Talent Points are "rubies" (in game) that you buy per level. Right?

Okay now for my REAL QUESTION, what is a reasonable number of rubies and talent points (using the above logic) that a build consists of? Currently I'm at http://www.allodsbase.com/calc#-3oxk0pr1ikpx17p68u41w4y6710fsoy1s820u108ew2 wondering if I have over built my character, and if build has become unrealistic. I have goals in the build just thought I would leave it where it is and ask for help.

I'll let someone a little more experienced answer your second question, but as for your first: no, rubies are literally rubies. You get 1 ruby voucher every time you level up (and for various world mysteries but we'll ignore that) and you can trade this voucher in (for a fee) to your class trainer in exchange for a ruby. The ruby is used to gain additional passive benefits and skills. The ruby menu can be accessed when you press N and click on one of the side tabs (after lvl 10 I believe). You get a free stat and skill point every time you level, which level up your stats (luck, finesse, strength, etc..) and your skills in your skill tree.

Yep, one ruby a level from 10+ (as well as some bonus ones from world mysteries, getting the highest pvp rank etc) and one skill point each level (two skill points for level 5, 10, 15..)

A level 47 will have access to 56 skill points (including the three that are spent on the first tier of skills) and- I think, 43 rubies after completing the 'normal' world mysteries.
However, reaching level 47 will probably take you a few months of doing astral instances for gear & gems so it might be best to plan your build for a level 46.

A further ruby is rewarded for attaining the judge/juggernaught combat glory rank, another for completing a painfully tedious level 40 class quest (collect lots of gems from each zone), and two from completing the GT raid instance (no guilds have completed it since the level cap was raised from 42).

You might also be able to pick up 'cash shop' rubies/talent points from strongbox sales or from other players, though these can be fairly expensive.
