I am not sure whether I would suggest SP as a leveling build. SP is a 4 hit combo and takes a bit of time to set up. The majority of the time, mobs will be dead by the time you even proc the SP effect, which means those talent points and rubies are a bit wasteful.
Every combo starts off with proccing Unbalanced, then using Maul/Mangle to inflict Open Wounds. I would focus on maximizing the dmg from Open Wounds before moving on and adding more to the combo.
At lower levels, I think pet DPS rubies should be prioritized first. From there, branch out into the Lightning Strike tree to get the Lightning damage + Lightning Strike CD rubies. Those will help a lot in keeping Unbalanced procced and Open Wounds constantly applied to your target.
With your limited rubies/talent points I would recommend something more akin to:

Until you get closer to end-game when SP starts becoming a more viable build, Maul/Mangle will be your go-to pet skill. That's where those Battle Training rubies are invaluable. Use them now, and should you choose to, respec out of them at a later date.
Intense Training rubies are wasteful while leveling and actually counter-productive once you start doing end-game. The only time they'll be of any use is the 10 seconds when Great Hunt fades and is on CD.
