Searing pain is a gateway effect that allows certain skills to deal a lot more damage on the target. It can only be applied when vortex or tiger's strike is used on a target while they have open wounds. Searing pain by itself does nothing, it simply allows for Rip or Shred to deal a lot more damage than normal.

Effects:
Image Knocked Down: Achieved by Boar's Blow. Makes the target unable to move or use abilities. To knock down other players and the duration of knockdown depends on your and the enemy's willpower and conviction. It's 2-3 seconds usually.
Image Unbalanced: Triggered by Lightning Strike, Lightning Flash and Boar's Blow. Lasts 5 seconds. It allows Maul and Mangle to inflict Open Wound for a 100% chance.
Image Open Wound: A very strong DoT, dealing damage every 2 seconds. Lasts 7 seconds. Triggered by either Maul or Mangle. It allows Vortex and Tiger's Strike to apply the Searing Pain effect. Searing Pain or spells do not cancel it, and you can trigger multiple Searing Pain effects during one Open Wound.
Image Searing Pain: An effect that causes Shred and Rip to deal extra damage to the target. It lasts 7 seconds but Shred and Rip both cancel it.
Talents:
Image Vortex: Your strongest attack spell as a caster. More damage and mana cost than Lightning Strike. Channeled Lightning rubies reduce its mana cost by and cast time by 30% so it's gonna be faster and cost less mana than Lightning Strike.
-Deals damage over 4sec
-Reduces target's movement speed by 25%/35%/45% for 4 sec.
-Has a 20%/30%/40% chance to inflict Searing Pain if the target is affected by Open Wound.
-Inflicts Static Charge that increases the damage and mana cost of Lightning Strike/Lightning Flash/Tornado/Storm. Stacks 3/4/5 times. Lasts 12 seconds.
-Cast time: 2sec by default. With Channeled Lightning rubies and spear or staff 1.5 sec
It can be precasted.

It was there.

From what I recall I could drain some nasty mana with a 2h spear aswell. That was a long time ago however, idk if it's still good.

You don't have to wear paired fist weapons for hawk's strike to be effective, but it can make your life easier. It can make it easier to create the open wound effect on your opponent to follow up with rip or shred from your pet if you go with a build mixed with pet and melee. Hawk's Strike can be effective with any weapon though for if you do like the staff, follow it up with boar's blow to knock down the enemy (or knock down the enemy first and then cast hawk's strike), and then rip or shred for full damage. Overall go with what you think feels right. Hope this helps.

Hawk's Strike does not apply Open Wound to the target. Maul and Mangle does.
Casting Rip (unless it's in PvP to silence) or Shred on a target with no Searing Pain is a waste of pet energy.

Using Hawk's Strike on a target with no Open Wound is pointless as it will not drain mana. Therefore you need to cast Maul after Boar's Blow until you get Open Wound and only then use Hawk's Strike.
Casting Rip or Shred is again a waste when the target has no Searing Pain on it.

You can safely make builds with 42 rubies and 55 talent points in calculator. That's the minimum you gonna have at 46.

The idea of your build is good, i can only add some small adjustments:
Get Maul and Mangle to rank2. That's a must for virtually all builds. You'll have to drop 1 rank of Bee Swarm or Rip for that. It's no big deal, even if you spec for PvP. They are both against casters except Bee Swarm is good with melees too but doesn't work with instant casts so I'd suggest rank 2 on that. That leaves 1 point, which you can spend wherever. Hawk's Strike is a good investment for PvP, Lethargy Potion is great in PvE. You can also drop rank 3 Rip to get rank 3 Aqua Morte. This all depends on your preference.
Also idk what's your intention with Chomp but it's a pure PvE skill. Even there really not vital and it's aggro-holding capability can be substituted several ways. Dropping it means another point to spend elsewhere.

In rubies, i'd drop Will to Live and get Lightning Master instead.
Ethereal Calm is awesome, but i can see why you wouldn't take it for PvP where fights are usually short and one of you dies before u can use it. Not taking mass PvP into account that is. If you get it, you can safely drop 1 Dirty Paws. If not, you'll have 1 ruby left to spend. In a parry ruby (those are also nice in PvP) or Call of the Wild.

Regarding Channeled Lightning, yes it works with 1h Spears.

Here is a melee build that I use currently. I am usually top 1-2 DPS in astral even with only lvl 6s competing against lvl 8s. I have some extra rubies from Mage diary pages.
