Ok so I downloaded the game, im in and clules.

Leveling a healer is hard, but its what I want to do. With this said, can anyone give me a build that will be good for quick lvling with a little low lvl instance healing tossed in? Im sure I will change everything once im all lvl'd up but for now all I need is a lvling guid.

What im looking for is a Kind of step by step with spec/stat alokation and rubie placment for a SUPER NOOB...lol

Try to read a guide about the healer class.

When you've understood your class, it's much easier to tweak up your own build with some of the main cores you need in a potent healer build aswell.
